  • Place oil in saucepan; cook meat in hot oil.
  • Add onion, pepper, salt, tomatoes, green pepper and garlic and reduce heat.
  • to medium temperature.
  • After vegetables appear tender crisp, add salt, rice and a little water as needed.
  • Simmer until rice is cooked, remembering to add saffron and stir occasionally while cooking.
  • Serve with 1/2 lemon per person to squeeze over each serving.
