  • In a large saucepan, combine blueberries, sugar, water, corn starch and salt. Cook over medium heat until thickened, about 10 minutes. Set aside.
  • In a large bowl, sift together flour, baking soda, and baking powder. Cut in butter with a pastry cutter or two knives. Stir in brown sugar and oats. Press half into 13 x 9 inch baking dish that has been greased. Pour blueberry mixture on top; top with remaining flour mixture.
  • Bake at 350* for 45 minutes, until top is slightly browned. Let cool and cut into bars.
