  1. Cake.
  2. Preheat oven to 350 degrees.
  3. Grease and flour two 9" round pans.
  4. Combine dry ingredients in large bowl.
  5. Add oil, milk, eggs and vanilla.
  6. Beat for two minutes on medium speed.
  7. Gently stir in boiling water.
  8. Pour thin batter into pans.
  9. Bake for 35 minutes.
  10. Cool for 10 minutes and then transfer to a wire rack.
  11. Frost when completely cool.
  12. Icing.
  13. To prepare chocolate icing: Combine confectioners' sugar, remaining butter, vanilla, cocoa, salt, and milk in top of double boiler over simmering water; stir until smooth.
  14. Frost and fill cake.
