  1. In large heavy pot, over medium heat, bring broth to a boil.
  2. Place onions, salt, garlic into broth.
  3. Lower heat to medium, simmer 30 minutes.
  4. In a small bowl, stir flour into water until smooth.
  5. Gently stir this mixture into broth until well incorperated.
  6. Simmer 30 minutes more.
  7. Stir in cream and cheese .
  8. Stir gently, until cheese is melted and soup is warmed through.
