  • Mix sugar, soy sauce, 1 tablespoons oil, onions, water, and garlic. Stir in steak, coating well. Cover, allow to sit for a minimum of 30 minutes.
  • Toast the sesame seeds over medium heat until golden brown. Remove from skillet.
  • Heat 1 tablespoons oil in a skillet. Add beef mixture and carrots. Cook and stir over medium-high heat until done. You may cover and cook on low heat until steak is tender. Serve over rice.
