  1. Preheat oven to 375 degrees F.
  2. In a large bowl, cream brown sugar and melted butter.
  3. Add vanilla and eggs 1 at a time.
  4. In a separate bowl, sift flour, powder, and salt.
  5. Add dry mixture into wet mixture.
  6. Spread into a greased glass baking dish (9x9 or 11x7).
  7. Cook in oven until golden, 15-18 minutes.
  8. In a microwave safe bowl, heat peanut butter and cream on low heat.
  9. Stir until smooth, and spread over baked bars.
  10. Cool slightly and cut into bars.
