  1. In a medium skillet, heat the oil over medium heat. Add the onions, scallions, 1/4 t. salt and white pepper. Reduce heat to medium-low and cook the onions until they turn a nice golden brown color, stirring frequently, about 20 minutes. Remove from the heat and let cool down.
  2. Meanwhile, combine the sour cream, mayonnaise. whipped cream cheese, garlic powder and 1/2 t. salt. When onion mixture has cooled, stir into sour cream mixture. Cover and refrigerate for a minimum of 2 hours. Enjoy!
