  1. Preheat oven to 360 degrees.
  2. Lightly grease 8x8-inch baking pan.
  3. Beat sugar and margarine with an electric mixer at medium speed until well blended - about 2 minutes.
  4. Add egg and vanilla mix well.
  5. Mix in water.
  6. Mix flour, baking powder, cinnamon, and salt. Add to egg mixture and mix until blended.
  7. Mix in oats, raisins, and carrot.
  8. Spread dough in pan.
  9. Bake until toothpick inserted into center comes out clean, about 25 minutes.
