  • Heat the oil in a large skillet.
  • Add the spices and gently heat until the mustard seeds pop.
  • Add the onion and garlic and let them soften.
  • While the onion is warming, blitz the cauliflower and sun-dried tomatoes in a food processer until it looks like couscous crumbs.
  • Add the cauliflower, tomato, and diced pepper to the onion.
  • Add the water and stir to combine all the ingredients.
  • Cover and allow to steam until tender -- 5 minutes or so.
