  1. Heat a Dutch oven over medium-high heat. Add onion, bell pepper, garlic, and beef to pan; sauté 10 minutes or until beef is browned and vegetables are tender.
  2. Add remaining ingredients to pan, stirring to blend; bring to a boil. Reduce heat; simmer 20 minutes or until slightly thickened, stirring occasionally. Cover and continue to cook on low for another hour.
