  2. Sift Cocoa, pinch of salt and 1/4 cup sugar mixture in small bowl.
  3. Beat egg whites and cream of tartar in large bowl w/ electric mixer on med-low until soft peaks form.
  4. Beat in remaining sugar mixture, 1/2 tbsp at a time, until meringue is glossy and stiff peaks from,.
