  1. Brown steak, onion, and garlic in the oil in 6 quart Dutch oven. Add tomatoes, cumin, chili powder, cayenne, peppers and salt. Bring to a boil. Lower heat to a simmer and cook slowly for 2 to 3 hours or until steak is tender. Add refried beans and cook, stirring until well blended.
