  1. peel potatoes and cut into 1 inch cubes.
  2. bring water to a boil in large pot.
  3. add potatoes and cook until tender.
  4. drain reserving 1 cup of the liquid and set aside.
  5. peel and finely chop onion.
  6. melt butter in saucpan and add oinions to pan.
  7. cook until onions are translucent and tender, not brown.
  8. add flour to pan; season with cajienne pepper and balck pepper to taste.
  9. cook 3-4 min.
  10. add potatoes and reserved liquid
  11. add milk and sugar all into saucepan with potatoes and onions, stir well.
  12. add cheese and ham.
  13. simmer 30 minutes, stirring frequently.
