Directions

  1. Place Cilantro, garlic, water, mayonnaise, vinegar and lemon juice in food processor.
  2. Process until finely minced but not pureed.
  3. Add remaining ingredients.
  4. Process for several pulses, or until just combined but not emulsified.
  5. Transfer to bowl.
  6. Refrigerate for at least 30 minutes.
