  1. Combine cocoa and baking soda; blend in 1/3 cup margarine.
  2. Add boiling water, stirring until thickened.
  3. Stir in sugar, eggs, vanilla and rest of butter. Add flour, cinnamon and salt. Fold in chocolate chips.
  4. Pour into a greased 9X13 pan. Bake at 350 for 40 minutes. Cool.
  5. Frosting:.
  6. Cream butter. Combine cocoa, sugar, and cinnamon. Add to butter with milk. Beat well. Add vanilla; mix well. Spread over brownies.
