  1. Heat oil in a heavy sauce pot.
  2. Add flour, cook stirring constantly until the color of copper.
  3. Stir in onions and bell pepper, cook until tender.
  4. Add roast, water, Ro-Tel, crushed tomatoes, cayenne,salt and pepper.
  5. Stir to combine.
  6. Cook on medium-low heat for 1 hour.
  7. Serve over cooked rice.
