  1. In a medium saucepan, sauté leeks in olive oil. Add potatoes and chicken broth. Bring to a boil.
  2. Simmer 10-12 minutes. Remove from heat and allow to cool slightly.
  3. In a food processor, puree soup until smooth. Whisk in evaporated skim milk, sour cream and spices. Cover and refrigerate at least 3 hours. Serve garnished with chives.
