- Cook tomatoes, onion, salt, pepper, cayenne and sugar together for 15 minutes.
- Strain.
- Melt butter, blend in flour, add milk gradually, stirring constantly.
- Add tomato mixture gradually to milk, stirring constantly. Serve hot.
