  1. Heat large skillet over Medium heat.
  2. Add butter and melt till foamy.
  3. Remove pan from heat and whisk in flour and continue stirring until no lumps are left.
  4. Return to heat and continue stirring about 5 minutes to remove raw flour taste.
  5. Slowly pour milk in while whisking.
  6. About a quart will do depending on how thick you like it.
  7. Continue stirring over heat until desired thickness.
  8. Add dried beef and heat through, Add pepper and serve HOT over Toast.
