  1. Saute onion and celery in butter until tender.
  2. In large kettle, put water, bullion, potatoes with onion.
  3. Cover and cook until potatoes are tender.
  4. Blend cream cheese and flour with 1 cup of milk until smooth.
  5. Stir into potato mixture.
  6. Add milk, ham, and can of potato soup.
  7. Bring to boil and boil for 1 minute.
  8. Let simmer until ready to serve.
