  1. Lightly spray a large non-stick saucepan with cooking spray.
  2. Place over low heat; add onions and cook, stirring frequently until onions are wilted, about 15 mminutes.
  3. Add wine, stock and herbs.
  4. Simmer covered for 20 minutes.
  5. Stir together cornstarch and evaporated milk, mixing well.
  6. Add to onion soup.
  7. Return soup to a simmer, stirring until thickened.
  8. Ladle into soup bowls, garnish with chopped scallions.
