  1. Combine potatoes, cucumber, onion & chives in a large bowl.
  2. Blend mayonnaise,yogurt,vinegar,mustard,salt and pepper in a small bowl.
  3. Pour over potato mixture and blend thoroughly.
  4. Refrigerate several hours.
  5. Sprinkle with paprika before serving.
