Directions

  1. Heat the oil in a large skillet over moderate heat. Cook the onion, tomatoes, red and green bell peppers, and celery for about 5 minutes, stirring occasionally.
  2. Add the remaining ingredients except the cilantro, parsley, and scallions.
  3. Cover and simmer over low heat for 25 to 30 minutes.
  4. Serve over rice.
  5. Sprinkle cilantro or parsley and chopped scallions on top.
