  1. Heat oven to 350ºF.
  2. Grease a 13x9-inch pan.
  3. Melt the chocolate and butter in a bowl over a saucepan of simmering water. Stir until smooth; set aside.
  4. Mix flour, baking powder, and salt in a small bowl; set aside.
  5. In another bowl, stir together sugar and eggs. Add to chocolate butter mixture and stir in vanilla.
  6. Add the flour mixture to the chocolate mixture and stir until combined. Add the nuts and 3/4 cup white chocolate chips.
  7. Spread evenly into prepared pan. Sprinkle 3/4 cup white chocolate chips over top.
  8. Bake for 20 to 25 minutes or until firm. Cool in pan.
