  1. Heat oven to 350°F
  2. Cream the butter and sugars.
  3. Add the egg and vanilla.
  4. Sift together the flour, cocoa, baking soda, baking powder, and salt, then add the dry mixture to the butter mixture.
  5. Fold in the chocolate chips.
  6. Form the dough into 1 1/2-inch balls and bake on parchment paper-lined baking sheets, 2 inches apart.
  7. Bake until the centers are just set, about 12 minutes.
  8. Let cool on sheets 5 minutes, then transfer to wire racks.
