  1. Pour water over oatmeal and let stand for 10 minutes.
  2. Add sugars and margarine and mix well.
  3. Add eggs and mix.
  4. Add dry ingredients except chips and mix.
  5. Add 1/2 of the chocolate chips.
  6. Pour batter into greased 9x13 pan.
  7. Top with the remaining chocolate chips.
  8. Bake at 350°F for 40 minutes.
