  1. Preheat oven to 400 degrees.
  2. In a bowl combine flour, sugar, cocoa, baking powder, baking soda and salt.
  3. Make a well in the centre.
  4. Add oil, vanilla, vinegar and warm water.
  5. Stir just until moist.
  6. Stir in chocolate chips Spoon batter into paper-lined muffin tins, filling to top.
  7. Bake for 15-20 minutes.
