  3. in a small bowl, sift together the cocoa powder and sugar.
  4. in a large bowl, beat egg whites cream of tartar and salt with an electric mixer until soft peaks form.
  5. add the cocoa mixture one at a time, mixing between addittions.
  6. add pepperment extract and mix well.
  7. drop by rounde tablespoonsonto baking sheets.
  8. place in oven for one hour.
  9. turn off oven and leave door slightly open.
  10. leave cookies for at least 2 hours or overnight.
  11. store in airtight container.
