  1. Grease pan, brown meat, drain and add garlic, parsley flakes, basil, salt, tomato paste and water. Simmer uncovered for 30 minutes, stirring occasionally.
  2. Cook noodles until al dente, rinse in cold water.
  3. Combine cottage cheese, eggs, salt, pepper, parsley flakes, cayenne, oregano, Tabasco, garlic powder and dried onion.
  4. Put thin layer of sauce in bottom of pan. Put 1/3 noodles in pan, then 1/3 cottage cheese, mixture, 1/3 Mozzarella cheese, then 1/3 meat mixture. Repeat layers twice. Sprinkle with Parmesan cheese. Cover pan with foil.
  5. Bake at 350 degrees for 45 to 60 minutes. Let set 10 minutes before cutting.
