  1. Saute the beef until brown with the onion and garlic in a large pan with the lid on.
  2. Add the soy sauce, water, and tomatoes. Heat until boiling.
  3. Add the rice and green beans, lower heat.
  4. Simmer for 30 minutes or until rice is soft.
