  1. For dry beans, soak overnight. Drain. Add fresh water, salt. Boil. Cover, simmer until beans are soft. About 3 hours.
  2. Chop onion, pepper, cilantro very fine.
  3. Saute dry rice in oil for 2 minutes until lightly browned.
  4. Add 1/2 chopped onion/pepper/cilantro. Saute additional 2 minutes.
  5. Add water/chicken broth. Bring to a boil. Cover, simmer until rice is tender. About 20 minutes.
  6. Mix rice and beans with remaining pepper/onion/cilantro and saute.
  7. Mix with some fresh cilantro right before serving.
