  1. Heat oil in a large skillet over medium-high heat.
  2. Add chicken and cook until browned, about 5 minutes per side.
  3. Remove chicken and keep warm.
  4. Add onion and garlic to skillet drippings.
  5. Cook, stirring frequently until vegetables are a deep golden brown, about 5 minutes.
  6. Add flour and cook, stirring continually until golden brown.
  7. Gradually stir boiling water into skillet.
  8. Cook, stirring continutally until sauce thickens slightly.
  9. Return chicken pieces to skillet.
  10. Simmer, covered, stirring occasionally for 20 minutes or until chicken is cooked through.
  11. Add red pepper flakes and salt.
  12. Simmer 5 minutes longer.
  13. Serve chicken topped with sauce.
