  1. In a medium saucepan, combine potatoes and milk. Bring to a boil over medium high heat and cook, stirring, until smooth, about 3 minutes.
  2. Off heat, beat in goat cheese, smoked salmon, dill and pepper.
  3. In a large skillet, melt butter. Shape potato mixture into 6 patties ½ inch thick.
  4. Cook over medium-low, turning once, until golden brown on both sides, about 6 minutes total. Serve hot.
