  • Saute the rice in oil until golden brown. Stir in tomatoes, onion, jalapeno, cumin, garlic, pepper, cilantro, bell pepper, carrots. Add water, reduce and simmer.
  • Cook covered for 15 minutes or until liquid is adsorbed and the rice is tender. Remove from heat. Let stand before serving.
