  1. preheat oven to 375°F.
  2. Cut green chilies into half lengthwise. Arrange in single layer in an 8 square baking dish coated with cooking spray.
  3. Spray large nonstick skillet with cooking spray, heat over med-high heat. Brown beef.
  4. Add onion, chili powder, cumin, salt, and garlic, saute 5 minutes.
  5. Add Ro-Tel, cook 5 minutes or until liquid evaporates.
  6. Spoon beef mixture over chilies.
  7. Top with corn.
  8. Carefully spread beans over corn.
  9. Sprinkle cheese over beans.
  10. Bake 30 minutes.
  11. Let stand 5 minutes.
  12. Top with chopped tomato and green onion.
  13. Serve.
