  1. mix cake mix, and pudding mix with oil,eggs and lemon zest. pour into muffin cups. and bake at 350 for 15-20min I use large cupcake pan less time is needed if you use the regular size.
  2. For frosting:
  3. Mix flour and milk to a smooth paste in small sauce pan.
  4. cook over low heat until very thick, stirring constantly.
  5. Remove from heat and set aside to cool.
  6. Put sugar and fats into bowl of a mixer and beat at highest speed for 10-12min (This is very important- it must be beaten until so smooth that sugar is hardly noticed).
  7. When milk and flour paste is cold, beat into sugar mixture until it looks like whipped cream, stir in lemon zest.
