  1. TOPPING: Mix ingredients together in a small bowl until curmbly, and set aside.
  2. MUFFINS: In a large bowl, mix together flour, sugar, rolled oats, salt, baking powder, cinnamon and nutmeg.
  3. In another bowl, combine oil, eggs, milk and maple syrup. Add to flour mixture; mix just until moistened.
  4. Fill greased muffin pans 3/4 full. Sprinkle topping over muffins.
  5. Bake at 375F for 20 minutes, or until golden brown.
