  1. Wash rice thoroughly and dry.
  2. Heat oil and margarine, brown rice lightly.
  3. Add vegetables and pepper, stir.
  4. Pour in water, stir.
  5. Turn stove down to simmer, and stir occasionally until all the liquid is absorbed.
