  1. Preheat oven to 400 degrees.
  2. Mix the cinnamon and 2 tablespoons sugar together in a seperate dish and set aside.
  3. Cream together the butter, shortening, 1 1/2 cups sugar and eggs.
  4. Blend in flour, cream of tartar, baking soda and salt.
  5. Shape dough into balls by rounded teaspoons.
  6. Roll balls in cinnamon mixture.
  7. Place balls 2 inches apart on ungreased cookie sheet.
  8. Bake 8-10 minutes or until set.
  9. Remove immediately from cookie sheet.
