  • Mix rolled oats and water; let stand.
  • Mix 1 cup brown sugar, white sugar, eggs, oil and vanilla in another bowl.
  • Add oat mixture.
  • Mix together flour, baking soda, baking powder and salt.
  • Mix all ingredients together and pour into a greased 9x13” pan.
  • Sprinkle remaining brown sugar, white chocolate chips and butterscotch chips on top of cake.
  • Bake at 350 degrees Fahrenheit for 30 to 45 minutes, until toothpick inserted in cake comes out clean.
  • Cool and enjoy.
