  1. In a large saucepan, heat oil.
  2. Saute carrots and onions for 5 minutes until tender, stirring occasionally.
  3. Add cauliflower and water; cover and cook 5 minutes.
  4. Stir in pasta, shells, basil and salt; bring to a boil.
  5. Reduce heat and cook 12-16 minutes, or until shells are tender.
  6. Sprinkle evenly with cheese and pepper.
