  1. Preheat oven to 350°.
  2. Sift together dry ingredients.
  3. Cut in shortening and peanut butter, until mixture resembles coarse meal.
  4. Blend in syrup and milk.
  5. Shape into 2-inch rolls; chill until hard.
  6. Cut 1/8 to 1/4-inch thick slices.
  7. Place half of the slices on ungreased cookie sheet; spread each with 1/2 teaspoon peanut butter.
  8. Cover with remaining slices; seal edges with fork.
  9. Bake for about 12 minutes.
  10. Cool slightly and remove from sheet to wire rack.
  11. Cool completely.
