  1. Saute onion abd celery in margarine in a large saucepan, until tender, about 5 to 8 minutes.
  2. Stir in flour; cook over medium-low heat, stirring constantly about 1 minute.
  3. Add broth potatoes and celery seeds to saucepan; heat to boiling.
  4. Reduce heat and simmer, covered, until potatoes are tender, 10 to 15 minutes.
  5. Stir in milk, cook over medium heat until hot, 2 to 3 minutes.
  6. Season to taste with salt and pepper.
