  1. Blend butter, flour, 1/2 teaspoons salt, pepper and milk in top of double boiler; cook until thickened, stirring constantly. Fold in cheese; stir until melted. Keep hot. Beat hot potatoes with milk, butter and 1/4 tsp salt until fluffy. Heap into greased, shallow casserole; form a crater in center. Pour cheese sauce over potatoes. Broil until browned. Sprinkle with paprika; garnish with parsley.
