  1. Heat 1" oil in a large frying pan over medium-high heat.
  2. Slice onions across into 1" rings and separate, discarding the outer layer of skin.
  3. Pour evaporated milk into a small bowl.
  4. Mix flour with seasonings in a pie plate or shallow dish.
  5. Dip individual rings in milk, then coat in flour.
  6. Fry in a single layer in hot oil (about 360F) till golden brown.
  7. Remove to brown paper bag or paper towel lined surface to drain.
  8. Salt while hot, to taste.
  9. For dipping sauce, combine all ingredients in a bowl and stir.
