  1. In a large saucepan, saute the celery, onion and green pepper in vegetable oil.
  2. Add tarragon, lemon pepper and garlic.
  3. Cook until vegetables are tender.
  4. Add cream, cream cheese, milk, chicken and heat to simmer, but do not boil.
  5. Sprinkle with parmesan cheese.
  6. Serve over rice, pasta or potatoes.
