Directions

  1. Heat oil in a large skillet.
  2. Add green pepper and garlic.
  3. Cook until pepper is tender.
  4. Stir in remaining ingredients except cilantro and rice.
  5. Heat to a boil; reduce heat.
  6. Cover and simmer 5 minutes, until pepper is tender.
  7. Stir in cilantro.
  8. Serve over rice.
