  1. Brown meat slowly on all sides in hot oil.
  2. Season with salt and pepper.
  3. Place in slow cooker, set to low heat.
  4. Add water, cover and cook for 5 hours.
  5. Add carrots, onion and potatoes.
  6. Continue to cook for 1 1/2 - 2 hours until meat and vegetables are tender.
  7. Serve with skimmed pan juices (do not thicken).
