  1. Peel and boil the potatoes in well salted water.
  2. Rice the potatoes or mash them your usual way and them stir in the milk, butter, salt, pepper, garlic powder, and green onion.
  3. Pour out onto a serving platter and make a well in the center with a large spoon.
  4. In a microwave safe bowl, heat the chili according to package and pour into the well you formed in the potatoes.
  5. Sprinkle on the cheese and serve.
