  1. saute onions in olive oil.
  2. add beef and brown.
  3. meanwhile, core peppers and hollow.
  4. either boil for 5 minutes or cook on vegetable setting in microwave.
  5. add carrots, garlic, tomatoes, seasonings and rice.
  6. stir until combined.
  7. fill peppers with filling.
  8. bake in 350 for 15 minutes.
  9. top with shredded cheese and bake 5 minutes longer until melted.
  10. serve with additional filling if desired.
  11. top with ketchup if desired.
